model KX-TGE260: The light at the top of all four headsets (ringer indicator) used to blink about every ten seconds. Power went out and when it came back on the ringer indicator lights do not blink except for when there is a call.

That light on top is typically going to flash only when you have new messages waiting or missed calls.

The missed call log was likely reset with the power outage, so it is normal for it to not be on at all times.
