Sorry I didn't see your question earlier. NOTE: I can not see the "above question", so I will try to start from the beginning and find out what is happening for you and your system.
May I ask the Model Number of the MAIN BASE UNIT of the phone system you are working with? That model should be printed on the bottom of the main base unit and have a format of KX-TGxxxx (notice no "A" before the xxxx numbers).
May I also ask what phone service provider (phone company) you have for this phone line?

OK - with those symptoms and provider, this sounds like it is most likely a "phone service" issue, and not a problem with the Panasonic system. Further, it sounds like your phone line is "hung" in the busy (in use) state somewhere LOCALLY, and is not making a valid signal to your home.
Now you can TEST this by swapping in a DIFFERENT phone where the main base unit of the Panasonic is connected to the phone line. A "basic" corded phone is best for such tests, but any phone should do, even if you need to borrow one from a neighbor or close by friend for a few minutes.
OR you could take your base unit and one handset and TEST it at a friend or neighbor's home - just to make sure it is NOT the phone system itself.
If it does prove that this is a phone services issue, it would be best to contact the customer support line at Verizon and report this issue so they can look into it. They should be there 24 hours a day and MAY be able to fix this remotely (via their computer controls).
