Sorry for the delay.
I was thinking that your phone system (the Panasonic) may have "call blocking" and that the particular number that is only ringing once was put in the list of blocked calls. But I checked the features of this phone system and the call block feature is NOT inside this Panasonic model.
I also checked Telstra's site, and it appears that their features do not include that call blocking mode either.
So what I would like you to do is disconnect your Panasonic phone from the phone line and have your friend that is getting blocked call your home number and see what happens. If they have the same results, then either the computer is picking up the call for some unknown reason (not very likely), or Telstra has a "call block" feature turned on that is not published in their current information on their site.
Now if disconnecting the Panasonic allows the call to ring & ring (from the caller's perspective), then there may be an issue with the Panasonic. If that is the case, then I would recommend resetting the Panasonic system.
The reset is done by
1) removing the AC power adapter from the main base unit AND the wall power outlet. Also remove the phone line from the main base.
2) Remove the batteries from ALL handsets in the system.
3) Wait 15 minutes. This allows the system to clear its memory.
4) After the wait, Installed the batteries in all handsets.
5) Reconnect the phone line between the main base unit and the phone outlet.
6) Connect the AC adapter to the main base and then the wall power outlet.
7) Wait 30-60 seconds.
8) TEST each of the handset to confirm that you can make and receive calls.

After the reset process, have your friend call and see what happens. If there is still an issue, it will be time to contact Telstra and see if they have a "call block" enabled on your home phone line, and have them remove it.
