All brands OTC will contain the same ingredients however if you want to have a vitamin that has been tested for potency etc they should have USP printed on the label.

As far as max dose of vitamin C and D. Dosing depends on if you are taking it as a supplement or for deficiency. It is hard to "overdose" on Vitamin C as you body excretes it well in your urine.

I had asked if you are deficient in vitamin D if you are not then no vitamin D is required because you should get enough from diet and the sun. If you are deficient then supplementation is required and is often dosed at 1000 IU to 2000 IU daily or 50000 IU weekly, twice weekly or monthly depending on the deficiency. To check for deficiency your physician can do blood tests to check your levels.
