To answer your question directly, yes you can purchase diazepam from some online pharmacy without a prescription. However, it is illegal to do so in the United States. Prescription medications must be obtained only by a prescription (done either electronically, written or verbally). The online pharmacies avoid litigation because they do not base themselves in the United States. So technically, they are not violating the laws of the United States. Once that prescription comes to the US, it becomes possession of a substance illegally - which will result in you being responsible if discovered. So to answer your question, yes you can get diazepam online without a prescription, but doing so would be illegal in the United States.
I do have to mention though, diazepam is not really used to treat back spasms. I would recommend talking to your GP about another medication, possibly a muscle relaxant.
