I see severe conjunctivitis most often of bacterial origin.
Various bacteria can be isolated from the conjunctival sac in these pets diagnosed with conjunctivitis with Chlamydophila caviae most common in young pets. Over the counter (not in all states) Terramycin ophthalmic ointment* dosed as a dab on to the cornea (clear window of the eye) thrice daily for 10 consecutive days is a good choice of treatments. If you can't find this ointment over the counter, the next best choice is https://vetericyn.com/product/vetericyn-plus-antimicrobial-ophthalmic-gel/ Discontinue its use if you see worsening rather than improvement.

I regret that I'm not familiar with vets in your area but the local veterinary association can refer you to one who attends to rodents. I also regret that I can't know what you would be charged and so always ask for a written estimate prior to anything being done.
Yes, she's contagious to her companion.
The infectious agents are found in our environment and guinea pigs may be carriers of them from soon after birth.
Not necessarily. Many general vets attend to guinea pigs.
You're quite welcome.
