Test the water

Am and nitrates must be zero

Nitrates 20ppm or less

PH  7-8

Temp 68 - 72

If the real are off change 30% of the water using declorinated spring water

Add one half tsp of aquarium salt per 5 gallons of water

It sounds like a disorganized with his swim bladder

Fast him for 3 days

Lower the water level to increase buoyancy

Boll a pea till soft, remove the shell and feed him peas or daphnea.

He should improve quickly,  when he does   resume his regular diet

Get an API test kit so you can test the water regularly

Actually I have a little concern

I have a 15 gallons fish tank with goldfishes in it even though I clean the tank a week before water is turning to green too soon like within 3-4 days

Is there anything I can do to stop that?
Thats. Because goldfish don't have a stomach so whatever they eat comes right out and turns to ammonia 

I would put the sick fish in a hospital tank until he recovers

You also need a good filter in the 15 gallon tank and need to change the water frequently
