Ok, I watched the video, and no, this is not normal as he is doing it often. This could be an indication that he has the start of a respiratory infection and ideally needs to be seen in person to determine best treatment options as a lot of these guys require antibiotics to clear up. For now, I would make sure that his heat/humidity levels are appropriate. Basking area needs to be hot - 100-120F and humidity should be 40% or lower (variations in humidity is normal but because he is sick we need to make sure his environment is more stable at this time as causing stress can further impact his immune system)
