Melatonin is very safe in dogs. It's actually used quite a bit for sleep disturbances in dogs. That dose would be a relatively safe and therapeutic dose for a 15 lb dog.

You don't need to worry about anything with this ingestion.

He is acting confused & some whimpering. L-thiamine 200mg, inositol 500mg, 5-HTP 100mg, B6 10mg, are other ingredients in each tablet of the 2 he ingested.

Oh, that's probably the 5-HTP. That can cause some agitation and serotonin signs. Those should resolve over 8-12 hours on their own. If you notice any muscle tremors, then I would go to a vet for more aggressive care. I think this is unlikely to be an issue.
