When a pup has paws and legs that do not sit normally and the dog or pup ens up with the paws flipped over, it indicates a neurological problem. This could be a severe disc issue or a birth injury or defect. It would be best to have the pup seen by your vet and imaging done to determine the exact cause. Your vet can then determine what can be done.

Here are some sites on disc issues.

Severe hip dysplasia can also sometimes cause similar symptoms as well. Imaging will identify this cause as well.
