in order to know if there is a fever you need to take the temperature rectally to get the core temperature. If she has a fever in order to start a cooling process you have to know a start point so when you get to a certain temperature when cooling , then you need to stop the cooling efforts so the temp does not drop too low in the the other direction.

When was the last time the dog ate?

has the dog spent time outside in hot weather?

What color are the gums?

I can direct you to a link that will tell you how to take the vital signs so you can determine if this is an emergency. If there is a fever then you want to lay cool damp towels over the abdomen and continue to take the temperature. when it gets to 103 stop the efforts and watch. In the mean time if the fever is high, 104 or higher you need to see a vet right away.

IF the gums are pale or white you have a very sick dog and should seek help.
