You could try a couple things at home first. Most cases of constipation are secondary to dehydration. You can try getting some water or Pedialyte into her and see if that helps. You can also try an over the counter laxative like Laxatone. This is used more frequently for cats with hairballs, but it can be used in dogs as well. You can give a small amount (~ 1 inch from the tube) every 8-12 hours until she starts passing stool.
If she continues to vomit, then I would get her seen. In that case, she may need some IV or Sub Q (under the skin) fluids and an enema to get her back to square one.
