Inspiratory dyspnea (difficulty breathing) is generally caused by upper-airway obstruction - obstruction above the level of the larynx (voice box). Unless there are obvious symptoms of upper respiratory infection - sneezing, coughing, nasal discharge, conjunctivitis, e.g. - Gus-Gus's vet will need to directly visualize Gus-Gus's oropharynx (back of his throat) looking for anatomical causes of obstruction - an abscess, a polyp, a tumor, e.g. Shaking generally indicates that pain is associated with his dyspnea.
