My newly adopted shelter dog is 3.5 yrs old painfully

My newly adopted shelter dog is 3.5 yrs old painfully scared, timid and leery of women. we weaned him off of Prozac and now he is much more playful but still skittish and doesn't follow commands other than 'sit' and only for my husband. I haven't found a treat he wants badly enough to obey sit, come or stay.
He also has begun to chew on rugs and soft blankets.
All I know of his history was that he was in a foster for 5 wks and did ok there but was at the shelter for 8 months before that. He paces around in circles before he eats or goes out of the door outside.
Do you have any tips to finding a way to teach basic commands while he is still adjusting to trust us?
