This may indicate a urinary tract infection or a mild infection in the sheath area. A small drip is pretty normal but a lot of drip and mess or where the dog is licking himself a lot isn't.
Sometimes debris such as a weed seed gets up in the sheath and causes an infection.
For that you may want to see your vet to see if he needs his sheath (prepuce) cleaned out or antibiotics to help him get over this.
