Some dogs just don't bark or growl. Most of the time they feel there is no reason too. If he whines at all or makes any sound out of his mouth then he is not mute. If this is a new issue where he used to bark or respond to certain things that he isn't now then I would recommend a trip to the vet to rule out any masses or infection involving the throat.
