my dog's mouth is swollen and he has a lump under his jaw, around his throat area. what is it?

If this lump under his jaw is soft and liquidy feeling, it is a salivary cyst. A duct from one of his salivary glands has broken and the saliva is going under the skin instead of in his mouth.

It won't go away by itself, quite the contrary. You need to go to the vet and get his advice. He will possibly drain it, but chances are great that it comes back and have to have surgery to get rid of the problem.

If it's not soft and mushy, he might have an infection, and you're feeling a swollen lymph node. Still haven't saved you a trip to the vet's however.
