It may be a maternal instinct or a learned behavior from the dog's mother as females do clean up after their puppies by ingesting feces and urine. Also, urine may taste sweet if a dog has diabetes and then other dogs will find it appealing.

Most likely it is leaned behavior and you will need to train the dog not to do it. You can do that by leasing the dog and giving a correction and a firm NO when the dog tries to lick urine. Praise the dog when they don't try. Soon the dog will learn it is not acceptable behavior.

Hope this helps.
