Can breathing/living with dog urine affect human health

My Mother has been diagnosed COPD (she has never smoked), and Father has been diagnosed with wet-macular degeration (left eye deteriorating quickly). Their home is full of dog urine & feces, and we can't get them to clean much or take the dog outside. Does this add to their illness?
