what may cause a dogs tail to not go up

tail doesnt fully extend upwards as normal.tail stays in downward position.could it be intestinal,or paralysis,or maybe injury?

Sounds like a case of 'dead tail', 'limber tail', 'cold tail' etc and it will self resolve. Its very common in labradors. You can read about this problem here
It may be sore to the touch too. If it seems too bad see your vet about this issue.
