Dogs can make milk when not pregnant. Often a dog who has gone through a heat season but has not mated with a male will go through what is called a false pregnancy. The hormonal changes in the body after ovulation can even lead to her having milk in her mammary glands. You can read about false pregnancies here
But if you saw her mate with a male then you can expect she is pregnant.
