This usually indicate some serious irritation of the lower bowel. It can be due to infection, intestinal parasites including worms, coccidia, giardia etc, a viral disease, as swallowed non food item that isn't passing through the system easily, or even an intolerance to a food ingredient in the food being fed.
You should have your vet check a stool sample for parasites and get a full exam of your dog done too.
You may need medication to clear this up or a change in food or even surgery if the problem is a sock, rock, ball, plastic wrap, string etc irritating the intestinal tract.
