my dog has a lump on her right rib cage and not on her left is this serious

Dogs get lumps and bumps. Sometimes these are tumors, sometimes they are fluid filled cysts.

How long has it been there? Any evidence of trauma? Is it soft or hard? Is it attached deep or sort of floating in or just under the skin?

Your vet will be in the best position to tell you. If I were seeing your dog, I might want to stick a small needle into the mass to see if it is solid or fluid filled. I may take the material and look at under the microscope to see what it is.
