Usually not before 6-7 weeks for interaction. Before that I often bring one pup at a time out for the father to smell at about 4 weeks.
Many adult male dogs do not want to interact with baby puppies so its best to make sure any other adult dogs than the mother are supervised while interacting with the pups and that they have an escape route to get away from the pups.
