MOst dogs will lick there rear ends when their anal glands are bothering them. Anal glands are sacs that sit at about 4 and 8 o'clock position in the anus. They are filled with a very stinky fluid. If the openings of the anal glands get clogged, and the fluid can't get out, then the pressure build up causes discomfort and the dog will lick their anal area a lot. Sometimes they will also scoot their butt on the floor.

Another possibilty are tapeworms. They are little white worms that will crawl out onto the anal area and will cause some itching. These are usually visible at some point though.

You may want to take him into the vet to have his anal glands checked and if they are full the vet can empty them. That should help him feel better.
