Yes with proper care and feeding a 4 week old pup can do fine. At this age they are usually ready to eat regular food but they need it pretty frequently as they can only eat small amounts at a time. You can also supplement with goats milk or a milk replacer like Just Born to help the pup grow well. I prefer using goats milk.
You can offer both soft and hard food. As pups are starting to teeth at this age the hard food will be interesting to the pup as a chew toy at first and then as something to eat. You can leave a small dish of hard food down all the time and a shallow water dish the pup can't drown in and then you can feed him softer food like canned food smushed up with a fork at regular intervals at least 4 times a day.
He may like having a supplemental heat source to snuggle with like a heating disk wrapped in polar fleece or a hot water bottle or a heating pad with a towel or fleece over it.
