Hello,
I am so sorry you are having trouble with the new fur baby.
8 weeks is very young. He is still a baby. He does not mean to hurt you. He is playing with you the same way he played with his siblings.
This is NOT a mean or aggressive cat. He just becomes overstimulated.
The trick is to watch his body language and stop petting the instant you see his tail swish or his ears go back.

I had a similar problem with one of mine.
I put a stop to it by teaching him he will NEVER get my attention if he uses his teeth or claws. He can only get petting when he approaches me calmly and quietly.
NEVER SPRAY WATER! That is a definite NONO!It just makes him angry and even more defensive.
If he tries to bite, immediately put him down. Then turn your back and ignore him. If he is on your lap tap him gently on the top of the head, say NO! and put him right down on the floor.I used a pillow to gently push my cat back away from me.
Never let him use your hands as a toy.
YOU MUST BE CONSISTENT! If you do this every single time he will soon see biting will NOT be tolerated. BUT when he approaches calmly give an immediate food treat so he sees GOOD behavior gets rewarded.
You must also tire him out with play sessions. Use a feather wand or laser pointer.
Play with interactive toys like a laser pointer and feather dancer/fishing pole toy (but don't leave this one alone with him, as pieces can be bitten off, so put it away where it's inaccessible to him and only bring it out when you can play WITH him):

Another kitten would cry out so you can go OUCH! I found suing a pillow to gently push him back worked purrfectly with my boy and now he is the most gentle love bug.
