Hi again,

Under what circumstances does your cat's (male or female?) tail behave this way? It's possible that if your cat has any urinary problems (infection) or discomfort, this can cause the tail to quiver and be held erect, or it can just happen as he releases his urine. Also, when your cat is happy/excited his tail may be held this way.

If he's not spraying (neutered cats of both genders are still capable of spraying), the quivering and holding the tail erect are symptoms which shouldn't be of concern, unless he's exhibiting difficulty with urination or he's stressed. If this behavior is happening when your cats are fighting, and it never happened before, it might be related.
