The high metabolism of birds requires their eating regularly. A swollen abdomen can indicate quite a few disorders - heart, kidney, or liver failure - as well as genital tract infections and yolk peritonitis. "Blue feet" are cyanotic (lack of oxygen to her tissues) - another negative prognostic sign. An avian vet (www.aav.org) will need to attend to your parrot if she has any chance of recovering.
