I'm sorry that your question wasn't answered in a timely manner. We don't have many avian vets on this site. You're seeing characteristic bullying associated with establishment of the pecking order in these aggressive birds. The most expedient manner to correct this behavior is to remove the offender or, at least, separate him from the rest of the flock if possible.
