Yesterday my one year old daughter woke up with a rash that covered her whole face, but didn't seem to bother her. She did not have a fever either. Rash has disappeared, but this evening she woke up coughing. Dry and forceful cough. Again, no fever.

Thanks for sharing the photos, the rash appears to be a simple viral rash, and this appears to be confirmed by the start of cough now.

Fever is not always present in the start of a viral infection.

There is no reason to be unduly concerned, You could try honey for the dry forceful cough,

Show to your pediatrician if the symptoms persist after 2-3 days,
