Though fever can increase the rate of breathing, I would advise to take him to ER.
With history of cough & congestion, there can be chest infection or pneumonia.
He needs to have tests like blood count, blood gases
, chest x ray, throat swab etc.
Please keep the room humidified.
He may need nebuliser, oxygen.
