Is an MRI and/or CT scan definitive for a brain tumour or do you always need a biopsy to conform that it is in fact a tumour?

MRI scan with contrast is much better to look for brain tumors than CT scans

an MRI scan can be 90-98% sure about brain tumors sometimes.

but to be 100% sure, a biopsy is always needed.
