This could be the Horn Relay which is # 31 located in the Under hood Fuse / Relay Panel
Also Fuse 25 Powers the Horn Relay
IF changing the Relay does NOT fix the issue, then the Horn Button is shorted or there is something shorting the Horn Wire from the Steering Column
