Could you advise if you have tried unplugging the device from the power for at least 4 minutes? I'm referring to directly unplugging the shredder from the power outlet while the device is still turned on and then leave it like that for at least 5 minutes before you turn it back on.

Could you please advise if you have tried using the reverse function after you have removed the jammed paper so you can completely clean out the jammed paper? Almost every shredder has that function and this is one of the ways to get it cleared.

Also, have you tried running a vacuum cleaner once you removed the jammed paper? Running the vacuum on the blades (before you do that, make sure that the shredder is turned off completely) will take out all little pieces that could be causing the blades to get stuck.
