It's not normal. And it's not due to low estrogen, which can happen.
I suspect that you have some type of skin disorder. It might be lichen sclerosus, which is not unusual in older women. It can usually be diagnosed by appearance. It responds to specific steroid creams.
Otherwise, it's likely some other skin condition. If your doctor isn't able to make a diagnosis, I would see a dermatologist. Best wishes.
