This is hard to say - but I would recommend at this point doing a D&C because with a HCG at this level and no fetal heart beat, this is not a normal pregnancy.
And, with the D&C I would recommend sending the tissue to pathology for review and hence they can determine if this is a Partial Molar, a Complete Molar, or just a normal pregnancy that did not take.
And, even if this was a molar pregnancy, the treatment is usually just a D&C and methotrexate is not required unless the HCG levels do not drop.

You can wait, but a high HCG greater than 15,000 and a fetus that measures 7 weeks and NO heart beat - more than likely this is not a live fetus - but wait until next week and schedule a D&C then, and right before you have the D&C, have your doctor do a bedside ultrasound - and if still no heartbeat, then this is not a viable pregnancy for sure.
And, if the ultrasound measures the CRL - crown rump at 7 weeks, you definitely should be seeing a heart beat -
