Yes, I replaced the ignition lock cylinder because the key would not turn to start and the steering wheel would not lock. Now the key does turn to start, but it won't start. Dash lights come on, radio plays, but won't start and steering wheel will not lock at all. Battery voltage is 12.8v. Measured voltage at starter on the solenoid and no voltage when key turned to start. Removed starter and applied voltage to starter and starter worked. So it looks like the battery and starter are ok. Tried to start the car in neutral, but nothing happened, so I don't think the neutral switch is the problem. Can't find the starter relay to check it. … read more
