Hi Im David. when you turn the key to the on position(not start), is the fuel pump running for a few seconds?

to check injector pulse you unplug each injector and put a noid light in the connector then crank the car and the noid light should flash

heres a fuel pump fuse in the ipdm under the hood
theres all kinds of possibilties, but without knowing what all has been done..its tough. if he has a scan tool that would help tremendously
