Hello, my name is***** high mount center brake light and lower side lights are powered by the same fuse so this would either mean bulbs or wiring problem. Use a multimeter to check red/green wires for power with brakes pressed and black wire for ground. If both are good then wrong bulbs were installed. If missing power then follow the red/green wire to where they all connect at splice which is where wiring problem probably is. This would probably cost around $100 to have repaired at a shop. Let me know if you have more questions or if there is anything else I can do to help. Thanks.
