When replacing the heater core the dash has to be removed.

Why are you replacing it? Leaking or poor heat?

the plastic tube on top leading to the heater core is drippinmg from the plate that is the diagonal part of the tube where it is at a right angle

That part is not coming to mind. But if it's part of the heater core, it will require the dash to be removed to replace the heater core.
