What do you mean they blink? can you please elaborate?
are you saying they go off and back on when you hit bumps or something.

When I step on the dimmer switch, the lights change but the reflections still shows bright and oncoming drivers indicates that bright lights are blinding them.

does the Hi- beam indicator on the gauge cluster remain on all the time? or just the drivers flashing you because they are blinded by them?

The high beam indicator on the gauge goes off when I initiate but oncoming drivers are still blinded by my lights. My lights don't seem to change to low beam and they never have upon my purchasing the

Need to know why my head lights appear to blind oncoming cars, eventhough I have engaged my dimmer switch.

If the high beam indicator is going off then then your not getting a voltage to the high beam wire.
This means either your headlights are aimed improperly and blinding oncoming cars or the bulbs you have installed are that way.
