To replace the water pump, you don't need to remove the entire front timing cover. Removing the harmonic balancer and belts is required to get this job done.

There are two black covers that are on the front timing cover. Remove those two covers. One there is a chain tensioner, the other is the water pump. With a rag, place it and tuck it under the tensioner. The reason for this is when you unbolt the tensioner to remove it, it likes to come a part. So tucking the rag in under it catches any of the parts that pop out.
After you have removed the tensioner, the timing chain is now loose enough to get the water pump out. unbolt the water pump, and you can try to pry it out, or use two long 10 mm bolts to pop it out so you can replace it. See images.graphicgraphic

do i need to lock the cam gears in place to keep them from moving? and if so do you have a specific tool in mind
No you don't. You don't even need to take the timing chain off.
