A whining noise can come from a bearing type noise if from the front of the engine, It can be a idler bearing for the drive belts or a bearing in the alternator , I would remove the fan belts and see if it goes away, remove one at a time until the noise goes away this will tell you what the problem is or in the correct area ,to start to find the noise, Thanks let me know if you have more questions, ROY!
