I have a 98 Nissan Altima. When I am pumping gas I have to pump it very slow or it spits back out at me. What can I do to fix this?

Check the Canister Vent Control valve (CVC), it is most likely stuck closed. This condition could falsely set a code P0450, because the Engine Control Module (ECM) thinks that the pressure sensor has a problem because the voltage is incorrect at the pressure sensor during purge.If the Canister Vent Control valve (CVC) valve is stuck closed, the fuel tank will be hard to fill.

Does this mean I have to replace it or can I manually open it and or fix it?

Its likely going to need replacement if its stuck. They can become stuck from condensation. Try removing it temporally and try filling the tank. If its stuck and you remove it the fuel should flow normal.
