That is a difficult experience with your bank. Sometimes they just do not know how to deal with older people who have had little experience with online banking, but there are some difficult issues with identification because the banks have to comply with the new money laundering law. Of course your mother is not affected by that, but there is a need for renewal of identification. You can use the expired passport or expired driver's licence as part of the identification, but they should also take note of the enduring power of attorney, because that enables you to look after her accounts. You need to show them an original of the power of attorney, so they can take a copy for their records. But it could also be worth complaining to the banking ombudsman about the treatment
If you do want to make the complaint, your next step should be to ask this bank to look at the issue with their internal disputes team, who may be able to resolve this. If you get an unsatisfactory response, then you can go to the banking ombudsman
