The first is through Animal Control at Auckland City Council. You should contact them and say the noise is bad and you are concerned about the welfare of the dogs. You can make the same complaint to the SPCA who will also investigate. You can also complain to Noise Control at the Council.
That should start a process of investigation and the neighbour will need to make better arrangements for the dogs

We are experiencing attack (verbal and also physical
We are experiencing attack (verbal and also physical stand-over tactics) from the front house on our cross-lease property which is occupied by renters. We are owner occupiers. These people have disturbed our peace with shouting, screaming etc. When we respectfully ***** ***** to please keep the noise down they came on mass to my wife and stood over her and shouted at her. They are using racial slurs against us. They are baiting our wee dog at the fence then screaming at us when he barks in reply to their shouting.
