VerifiedIn New Zealand land law you cannot get squatters rights by occupying land and paying rates. This person may be one of the owners but unless they have a lease, they have no rights except to the extent that the owners may not be doing anything to stop him. The owners could have him evicted as a trespasser if there is no lease and he is not an owner. But getting the owners to agree can be a difficult issue, because they would need to apply to the Maori Land Court for any orders.
You could sue for the tort of nuisance and the damages caused. That would only have a point if this squatter has the means to pay
