9years ago after our property had been resurvexed we sold before title had gone through.everything was in hands of council and surveyor but took several months for title.Property has been sold again recently and we have been asked if we were allowed to do this?

It is reasonably common to sell property before the title has issued, although settlement does not usually take place until the title has issued. Settlement is the payment of the money for the sale. I am not quite sure what the issue is for you, but from the brief description, it doesn't seem unusual
