VerifiedIn New Zealand we don't use this term, but would just draft a document called a deed of debt or an agreement to lend money. The contract should recite who the parties are, the date of the loan, any interest to be charged, any repayments and the due dates, and the date on which payment in full should be made.
Getting him to sign may be the difficult issue, but certainly try. If you can security over his car or if he owns any property that would also be useful.
